The 1st Chinese Minister, Wen Jiabao, wishes to establish during the next five years a " company averagely prosperous ", with a decline of the inflation below 4 %, a reduction of the disparities as well as a development of the rural world. Furthermore, he wishes to build 36 million social housing before five years, among which 10 millions should see their construction site starting this year.
