A HLM or Dwelling with Low rent is an effective solution for the people being in financial difficulties or modest incomes. However, it is not because apartments HLM are less expensive than the others than the tenant will have loads.

 
Obligations of expenses in popular apartments HLM
 
Various expenses are the responsibility of the tenant with regard to his apartment HLM, specified as a preliminary by the law. The payment of the loads
 
Any tenant must discharge his loads but there is no mode of particular distribution except that must be equitable. According to the financial backer, it may be also that it requires provisions for the loads i.e. a periodic payment. In this case, it should be noted that it is not contractual because the payment is carried out only for the expenditure carried out.
 
Thus, the payment can be done punctually or generally. In the first case, the amount is expressed compared to the costs while the second relates to the payments advances some corresponding to the provisions of loads. In this kind of situation, the established amount is done starting from the projected budget
 
The regularization of the loads for an equity
 
The tenant in the HLM must ask for a regularization of the loads if that were not already done. This one is done at least a year so that one can in particular check if the provision really corresponds to the expenditure. In the event of excess, it has a right to improve the surplus and in the contrary case, there is a complement to pour.
 
It is also necessary to check the assumption of responsibility if the tenant would leave the building. In this case, a detailed calculation of the loads is established by the financial backer that he addresses to the occupant. All must be formal and constantly with the result that it is possible, even necessary, to ask invoices and documents in proof. If that is a forecast, it is necessary that the calculation of the expenditure and the justification are mentioned.
 
It is necessary also a common dialog before the task or repair work other is carried out. All that is essential to allow an equity in the residences but also to warn all changes.
