Fight against climate warming, saving energy. These words return more and more in the words of the political decision makers in this moment. The reason it is the awakening of the need for trying hard to slow down the current degradation of the environment. In this direction, several measures were adopted by the government at various levels. Thus the energy performance became obligatory in real diagnosis.
The DPE, an obligation towards the purchaser/tenant, an action for the environment
Since November 1st, 2006, the presentation of an energy diagnosis of performance is obligatory in the document concerning with the sale or the hiring of a housing. It is Jean-Louis Borloo, then Minister for the Housing which founded this law following a directive of the European Union on the energy performance of the dwellings.
The DPE is a document which mentions energy performance of a housing in real diagnosis. Concretely, it brings an estimate on energy consumption. The installation of a DPE answers above all a preoccupation with a transparency between the owner and the person interested by housing. Indeed, in front of the current price of energy, the purchaser tenant can then have an idea on the energy bills which expect it. The DPE also informs on the rate of greenhouse gas emitted by housing.
The DPE must be carried out by an independent professional certified by an accredited organization. For that, this last then takes into account several points, of which characteristics of housing like its orientation or its insulation, its system of heating and air-conditioning. Starting from the data thus collected, it can draw up the DPE where possible recommendations are mentioned. It should be known that in spite of the fact that this document is obligatory in the various files, it is primarily with informative vocation. Its period of validity is 10 years
New measurements to improve the DPE
Since mid-September, new measurements were founded in order to improve the DPE. It is the Minister for Ecology, Sustainable development, Transport and Housing Nathalie Kosciusko-Morizet and the Secretary of State to Housing Benoist Apparu who presented these measurements.
The government intends to make so that the DPE is clearer and more precise with the eyes of the public. Thus, the first measurement stipulates that the expert who is in charge of the diagnosis must explain the data well so that the private individuals are perfectly informed.
Secondly, an improvement was made for more pointed results. The DPE must then be carried out by more powerful diagnostiqueurs. In addition, the software used in the DPE must have followed a procedure of evaluation as a preliminary.
Within a more national framework, a database concerning the DPE will be installation to make it possible the government to develop national strategies and regional as regards energy saving. Lastly, to fight against the frauds which are somewhat frequent, an investigation will be conducted by Head office of competition, the consumption and the repression of frauds.
At all events, it should be known that as regards energy saving all depends above all on the use of the purchaser/tenant. |
