In a long-term objective, the government in private public partnership comes to launch several initiatives to reconsider the dwellings of tomorrow. This handing-over in question as well touches the houses located in urban environment as rural and passes in particular by an encouragement of the “ecocities” but also in the restoration of the residences traditionally énergétivores.
1- Measurements in favor of the ecocities
It is in a joint news release of October 4th that the government announced the launching of an operation of accompaniment of more than 93 projects suggested by 13 ecocities. This futuristic project will give the good share to the initiatives turned towards a more ecological solution in the manner of designing the towns of tomorrow. Initiative launched with the participation of the Case of deposits (CDC) and the Agency of the Environment and the control of energy (ADEME).
The important place of the cities in a near future was privileged. Indeed, in 2050 more than 80% of the world population will be located in the great urban areas. The project thus launched aims at adapting this lifestyle to the respect of the environment.
The initiative aims at reinforcing the ecological commitment of the towns of tomorrow. To encourage this one, the State intends to place at the disposal more than 750 million euros for one duration five years starting from 2012. This financing will mark the ten next years of the operations of town planning.
A first phase of selection will take place between on December 1st, 2011 and on February 29th, 2012.
During this phase, the criteria taken into account are respectively:
- urban design: durable installations and environment
- resources and energies: management and production of the resources, recycling of materials and/or recovery of waste
- mobilities i.e. all more ecological solutions for the management of public and private transport.
A new stage of consultation will be launched in 2014 to extend the assets of the 93 selected projects. This second phase of consultation will concern more than 49 other development projects durable which will be financed with height of 150 million euros.
Let us note that this initiative counts within the framework of durable the City Plan.
2- Prospects for the reduction for energy for the traditional houses
The cities are not the only ones not concerned with such initiatives. The private individuals will be able to also profit from it through the partnership signed within the framework programs it “To better live” State in partnership with Total, EDF and GDF Suez.
This program tends to decrease the invoice energy of more than 3.8 million French hearths which devote to it more than 10% of their resources. Already deployed in 78% of the communes, one will see in some time a clear acceleration of the assumption of responsibility of the fragile hearths.
The project “to live better” let us recall it is the fruit of the national round table on the energy efficiency of June. The implication of the great groups will make it possible in the long run to bring to the hearths low-income the means necessary for installations less énergétivores.
This measurement aims at achieving the goals of economy of Grenelle of the Environment.
Concretely, the private public partnership will bring to the already existing initiatives such as the mutualisations of the appropriations of the ANAH and the Action Housing and the federations of credit and their network, an additional help. On the whole, the Habiter budget Better will be estimated at more than 1.35 billion euros for 2017.
For the future, this help will touch more than 300,000 owners in energy unstable situation. |
