It is in February 2011 that Francois Fillon announced new measures to the promotion of solar energy, before the social and environmental Economic council. That is to say a second change in less than 8 months, which change relatively gives it. These measurements were announced in order to stop the racing caused by too much a strong demand of connection.
Growth of the sector
In France, in spite of the effects of the crisis the photovoltaic energy sector seems well to go. That is explained in particular by the profitability of the sale of the produced energy which allows a return on rather interesting investment, but also by a reduction in the prices of the modules.
The market evolution of the installations for the private individuals knew only low oscillations in spite of rather heavy investment costs: more than 20 000 euros. The granted tax incentives remain all the same the engine of the investments with more than 8000 euros which can be granted.
The sector knows also a “boom” thanks to the installation of professionnalized solar production structures. They are photovoltaic fields on the large surfaces directly integrated into the buildings.
The sector seems full with promises such as the creation of more than 50 000 employment for 2050. But of many parameters remain still fuzzy to date and the recent reduction of the tax credit granted to the future purchasers of power station of production could attack the development of the sector.
Prospects and evolution
The measures taken by the State in order to avoid any racing of the sector made certain operators of the sector disgruntled.
Indeed, the Ministry for Ecology put in stand-by passenger all the great projects of solar production at the profit of the smallholders. That in order to counter all risks of panic of the market. That shows an absence of control due to the blur of a precise policy on the subject.
However, solar energy represents an important issue for the years to come with an estimate from the IEA which represents solar energy with more of the quarter of the world energy production.
The professionals of the sector denounce this attitude of groping of controlling as for a stable policy. In the long term, their activity is threatened if the legal framework changes 2 times a year, a true sales strategy could not be established.
The policy of the government established in January 2010 was indeed modified by measurements announced in February, whereas at the origin this policy ran until 2013. The Prime Minister evoked in particular during a moratorium which ended on March 9th, a racing justified by the use of solar panels of poor quality with environmental and urban conditions very rudimentary.
It was the object of the recommendations made at the time of the CEASE and which currently causes movements within the various trade unions such as that of the Trade union of Renewable energies.
However to be able to align itself with countries already very active on the market such as Germany or Japan, a clearly established policy will have to be installation to reassure the operators of the sector. The inopportune changes should not be of setting. |
