Principal calling into question, the law Scellier whose tax incentive granted to the investors buying of the new housings to rent them, was lowered has only 13%, has to slow down the passion of the property developers considerably. Whereas in 2011, this advantage was counted to 22%, the blow of plane of the government impacted on not only the openings of building site but also on the delivery of permit building.
Thus, a difference in 24 points was noted during the period of December 2011 in February 2012, concerning the openings of building sites. Operational startups which dropped over all the year with March 2011 in February 2012, a progression from only 9,3% per 367.331 building sites, when this progression reached the 19,7% at the end of January 2011.

Economic situation, wait-and-see policy and prospects
Still in a dubious context, the real investors prefer to await the end of the electoral deadlines to launch out in the construction industry. Main associations of housing trying as for it on their side to make weigh the 75 billion euros and 850.000 employment which they represent, in the elections.
As regards landowner, the best solution for the moment seems to be the enlarging. With the suppression of the permit building for the extensions of more than 40m ² as well as increase of 30% of the rights of construction, the enlarging seems to be the ideal alternative.
